I think there are set caps till you hit Trainer level 10,000. Once you're level 10,000 you can trade for any Pokemon, regardless if its level 15,000 , 20,000 etc
The Max Level for any Pokemon however is 50,000. That was the set Max level you could attain but the exp for the Pokemon can still increase.
