I hvae no idea on how to lvl my 2 low lvl guys now, i got a lickitung ove lvl 400 from a present or seomthing, and now every single pkm i fight at minimum lvl around 100, no idea on what to do to lvl my lower guy

The max. level of pkms are 100k (100,000). While battling with in the NPc battle,Training accounts,etc the levels of their pokes will always be higher than the level of your pokes...In such cases ii suggest using suitable pokemon with appropriate attacks to fight with them
