Does evolving your Pokemon actually improve/make them stronger?

Most of the time but not nessasrily always...
Like when u evolve a dusksclops(with stats; 40-HP, 70-Atk,130-Def ,25-Speed) to a dusknoir it makes them a lot stronger(with stats; 180-HP, 190-Atk, 195-Def, 155-Speed ) On the other hand certain pokes like golett (with stats;59-HP , 74-Atk, 50-Def,39-Speed ) when i evolved into a golurk has only 35-Speed
